Competing trends of ordering are shown to allow for a novel low-temperature phase in random-spin systems. In the space of the moments of the distribution of exchange couplings, the renormalization-group flows are characterized by a strange attractor. A random-exchange Potts model on hierarchical lattices is studied to illustrate this phenomenon.
